that though we would try to do without the guarantee I thought it was very likely that we should have to ask them for it sooner or later, as the situation at Hong Kong was not improving as we hoped it would do. In order to round off the matter I have now written to Sir 0. Niemeyer semi-officially explaining that as things have not improved it is very likely we shall have to communicate with them officially before long.

This has I am afraid been hung up

for some mysterious reason which I cannot explain

as I had intended re-drafting the proposed letter

to the Treasury, but the file seems to have got

back to the Department without my doing this.

I discussed with the Secretary of

State the proposed draft and he decided that it

would be better for me to explain verbally to

Sir Otto Niemeyer the position and that we should

probably have to return to the charge at the end

of the year and ask for a Treasury guarantee.

I did this and I explained to Sir Otto Niemeyer

that
